ASTM G228-26

Standard Practice for Conducting a 5-year Review of a Committee G03 Standard

Summary

1.1 This practice is intended to assist the subcommittees of Committee G03 on Durability and Weathering with the process of standards evaluation during the 5-year review mandated by ASTM, or when changes to test methods and specifications are required. It is intended to complement the Form and Style for ASTM Standards (“Blue Book”), not replace it.

1.2 This practice only covers the non-technical revisions being proposed to a standard.

1.3 Whenever a G03 standard is to be revised either for technical changes, or due to reaching the 5-year anniversary, that standard should be reviewed for compliance to the latest requirements.

1.4 A correctly achieved 5-year review will ensure the standard receives a new yearly designation and avoid a parenthetical reapproval date.

1.5 Units—The values stated in SI units are to be regarded as primary for all G03 standards. Conversions to imperial units are permitted and as directed by each G03 subcommittee.

1.6 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use.

1.7 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Significance and Use:

5.1 It is the intention of this practice, in addition to the Form and Style for ASTM Standards, to assist persons revising standards in Committee G03 to ensure that all required elements are included and that the revised document is presented in the most user-friendly manner possible.

5.2 This practice is intended for use by Committee G03 when test methods, practices, guides, classifications, and specifications under its jurisdiction are revised because of technical changes or upon 5-year review.

5.2.1 Terminology standards are not covered by this practice since they do not include any sections other than the list of definitions.

5.3 This practice is intended to be used to avoid submitting a re-approval where no updates are made, and the previous version is automatically renewed.

5.4 A thorough 5-year review keeps G03 standards up to date and makes sure there are new dates for the revisions. The review process is automatically scheduled by ASTM in the 4th year after the last revision. A member of the subcommittee is designated as the reviewer and will use this practice to assist in that review.

5.5 Even if there are no technical changes to a standard, there are many other content items that must be checked to ensure they are still relevant and available. Often times when there are no technical changes required, the standard will be submitted for a re-approval ballot. This means that other relevant and important information is not checked.

5.6 Many items in an ASTM Standard become obsolete over time. It is good practice to ensure all the important information is kept up to date.

5.7 Some test methods and practices use techniques and apparatus that does not change. It is essential that even when methodology does not change, the other sections in the standard are maintained.
