Summary
They are intended to give general requirements, which are valid for all types of cranes, within their scope. So, the product type crane standards need not repeat these requirements; they could just refer to EN 13135-standards, when dealing with hazards and equipment covered by these standards.This concept did not work fully during writing the standards of TC 147. Some product standards repeat a lot of the contents of these standards and some others are 'interim standards' based on FEM or other specifications, as EN 13135-standards were not available during writing of those product standards. There are also contradictory requirements in these 'horizontal' and product standards.Finland noted in early 2007 to TC 147 that the contents of part 1 of EN 13135, Electrotechnical equipment, is quite weak, mostly covered by EN 60204-32, and the relevant added value could be combined to part 2 to form one standard for Equipment. This proposal did not find enough working member countries and secretariat, and so the project was not started in 2007.
