This International Standard provides guidance to drinking water and wastewater utilities on good benchmarking practice. It describes the basic framework, methods, opportunities and risks associated with benchmarking in the water sector. The guidance is intended primarily for voluntary benchmarking. Specific objectives set forth by the authorities and which are to be achieved by the utility are not covered by this International Standard. This International Standard is applicable to publicly and privately owned and operated water utilities. It does not favour any particular ownership or operating model.
