System Administration Interface/User and Group Administration for Computer Operating System Environments, is part of the POSIX®series of standards for applications and user interfaces to open systems. The purpose of this standard is to provide a common set of utility programs, for the administration of theUser and Group Account entities described in the ISO/IEC 9945-1:1996 (IEEE Std1003.1-1996) and ISO/IEC 9945-2:1993 (IEEE Std 1003.2-1992) standards.

User administration includes, but is not limited to, tasks such as the creation and maintenance of user accounts and groups in both single systems and heterogeneous destributed environments. P1003.7 is committed in this standard to provide the distributed management for a system conformant with IEEE P1003.1 and P1003.2.
Although P1003.1 describes a user database, a group database, and the concept of a user's home directory, utilities to manage these entities are not described by any current POSIX standard. This standard will address the management of these entities as described in IEEE P1003.1 and P1003.2 as well as the management of optional extensions such as an account password.
